Safety Corner October/November/December 2007

During the last weather event in October, Qwest again showed its inability to "get organized" and follow the established Storm/Power Down Plan. Even with a DOSH complaint concerning the company's failure in the very impactive storm earlier this year, running its judicial course, Qwest management failed miserably.

Not all supervision went home to bed but enough did to create a "whose really in charge" atmosphere. One troubling issue that was reported was that there were craft individuals roaming around during the event making management decisions as to where technicians should be dispatched, and that folks is a definite no-no. We are craft. Our first concern is to watch out for our own safety first and then the safety and welfare of our fellow workers. We do not make decisions as to the work assignments of others especially during potentially life threatening situations. We as worker bees need to report to supervision, and if needed LRAC, as to existing situations and let management make the decisions. No where is it written that craft dispatches craft - period. Even I.C.'s are limited as to what they can or can not do, especially where a safety issue is evident. I.C.'s need to seek Qwest management's help before dispatching into questionable environments or in unsafe conditions. LRAC dispatchers are to dispatch workers only at supervision's guidance on any work condition, but especially where personal safety of field workers is in question.

Even after all these safe guards are supposedly in place you, as the worker, still have the right to respectfully question a work assignment through "EMMINENT DANGER". Do not leave the area but request a Union representative, safety rep, and Qwest safety manager to be present if pressure of intimidation is used to force compliance. To the best of your training or sixth sense be sure a safety issue exists. Use your SLPP. If you are still convinced EMMINENT DANGER could exist demand your rights and always remember that your first obligation is to protect yourself and to return home after work. We are craft, they are management. They make the decisions, right or wrong, as to our work. Craft does not make these decisions, BUT, we have rights as to whether we will proceed in an unsafe or unhealthy condition.

One last issue:

Motor vehicle accidents are on the increase. Our people are being sent home and having letters of discipline put in their files. Take the time to put out WAP and always circle check. This activity is required as much as wearing all required PPE so please follow policies as no one needs the stress that accompanies potential discipline.
